Maybe the OP wants to use 
 - ZMQ_XPUB_NODROP=1
 - ZMQ_SNDTIMEO=0
In that way as James wrote the slowest consumer will provoke zmq_send() to return EAGAIN as soon as the slowest consumer's queue is full...
