[zeromq-dev] Moving IRC channel from freenode

Seems like at libera.chat they solved the temporary issues they had,
and registrations are back up. I registered both my nick and #zeromq to
avoid squatting. If there are no strong objections, I'd propose to
switch to libera.chat by the weekend.
