[zeromq-dev] dealing with stale github issues

I've enabled the bot for libzmq, czmq and zyre.

I've only set it up for libzmq, so feel free to send a PR to add the
.github/stale.yml config for czmq and/or zyre. And of course to request
it for other repositories as well.
