[zeromq-dev] [IRC] temporary restriction to registered users on zeromq channel

Hello all,

If you've been on #zeromq on Freenode for the past few days, you'll
have notice that it's been overrun by spambots. This is happening all
over the internet, to many freenode and ofct channels, so not only us.
[1]

To put a temporary stop to it, I've enabled registered mode so that
only users that are registered and authenticated on Freenode can join
the channel.

Hopefully Freenode will put a stop globally to this wave of spam and
then we can remove it again.

You can register a user on the Freenode website [2], and most client
support automated authentication.

Apologies if this causes issues to anybody.
