[zeromq-dev] Recommended libsodium version for ZeroMQ

Hi Ahmad,
we CI test against latest master thus 4.2 should be fine. Regarding the
language binding I recommend libzmq+czmq. There are a couple of bindings
for czmq as well e.g. Java, Ruby, Python...
