[zeromq-dev] Question about context and/or socket creation

If I wrap the socket creation in a try catch it becomes a non-issue as it
happens very rarely. The caught exception gives a permission denied error,
this is likely related to Windows itself. As I should really be doing a
null check anyway I'm happy to report that the fault is - as expected -
largely my own.
