High watermarks comes after TCP buffers, so it is not exact number.
You can change the TCP buffer but I'm not recommending that.
Depends on your message size, the TCP buffer on each size is around 8K by
default (I'm not sure), so you have 2 at each side + 2 *
tcp_buffer_size/msg_size.
