[zeromq-dev] Fortran binding working

I'll add you to the ZeroMQ owners' team, so you can move the project
to the github/zeromq organization. Please read
http://zeromq.org/docs:organization. Especially, I advise using the
C4.1 process (RFC 22). It may take a while to get contributors.
