[zeromq-dev] New Member and PHP Installation

To Anybody,

All solved.

Seems I was being held back by a multitude of system issues that are 
assumed by the instructions to already be installed. Specifically as 
server that has several development toolsets already loaded.

I wish I could tell you exact details, but due to other people's 
assistance, some steps are blurry. The ones I do know for sure involve 
git and php-devel.

ZMQ itself is a snap once you get a working/development capable system.
