[zeromq-dev] Building czmq-3.0.2

Right, all the files in build/ are missing from the tarballs. Thanks
for catching this. We moved to a new tool for the packaging (zproject)
and it has some things still not finished.

I'm going to switch to this location for release:
https://github.com/zeromq/czmq/releases
