Hi guys,

I'm using Golang to build PUB/SUB network with OpenPGM.

After I set rate with 31415, log shows zeromq had accepted it.
but the OpenPGM still shows "Setting ODATA rate regulation to 12500 bytes
per second."
Which should be 31415000 bytes or so.

Minor: OpenPGM 5.2.122 (1487) 2015-01-07 16:17:22 Linux x86_64
Minor: Detected 2 available 2 online 2 configured CPUs.
Minor: Using gettimeofday() timer.
