[zeromq-dev] Naming of the Pyre project

We could make it an "official" Zyre project and simply call it Zyre
(-in-Python), and then make it available from the zyre.org site.
This'd mean renaming the current Zyre to Zyre (-in-C) which is fine
for me.

github/zeromq/pyre -> github/zeromq/zyre-python
github/zeromq/zyre -> github/zeromq/zyre-c

Perhaps we can get the other members of the family to follow.
