[zeromq-dev] TCP port state changed to ESTABLISHED, without connection with server

hi,
I am using zmq 2.1.7 version and operating system RHEL 6.3.
 My client and server application are on the same machine.
When only client application started without starting server application,After some interval the respective port state changed to ESTABLISHED.(checked with netstat )
This interval is above 15 minutes on one machine and 1 hour on another machine.
Due to this I can't start my server on same machine ,It throws the error as "Address already in use".
Is this bug in this  zmq 2.1.7 or any TCP settings are missing.
If upgrading to zmq 3.x will resolve this issue?
