I want a simpler solution, as I've had several confused discussions
with people over the last year or two about what exactly our static
link exception means. After several attempts, it's clear that the
problem is the custom text... any custom text means legal uncertainty.

So it's replace, not dual-license (which would be more, not less complex).

People making (L)GPL code aren't usually confused by licenses.
