Because you're not telling gcc to link with libzmq. gcc server.c -lzmq
probably does want you want (it does on my Linux box, and according to
http://www.mingw.org/wiki/Specify_the_libraries_for_the_linker_to_use
it's the same with MinGW and a DLL, given it's in the library search paths).
