Hi all,

RFC 23 (ZMTP v3.0) had a number of unimplemented aspects, like
resources, heartbeating, etc. and so to get a clean situation I've
forked it to create RFC 37, ZMTP 3.1.

I've also removed test_resource from the regression test set.

The one still-to-be implemented aspect of RFC 23 is the ERROR response
on a failed authentication.
