[zeromq-dev] Migration notes for 4.x

Hi William,

I've put up release notes here: http://zeromq.org/docs:changes-4-0-0

Migration to 4.x will be transparent, The API and wire protocol are
backwards compatible, so you can deploy 4.x nodes into a 3.x network
gradually. We still have to make 4.x work with 3.1 (which was not a stable
release and used an undocumented wire protocol).
