Do you know the author?

Projects with single devs will burn out in my experience. Personally
I'd move this to GitHub, change the license to (L)GPL, and adopt a
stickier process like C4.1. Then if no-one contributes it's because
no-one using the project, and if people use it, they will come back
with patches.
