This was fixed after the 3.2.3 release in commit 400cbc2.
Applying this patch to the source *should* fix your problem:

Subject: [zeromq-dev] ZeroMQ 3.2.3 fails to build on MinGW 4.7.2
Hi there,
I've been trying to build ZeroMQ-3.2.3 on MinGW using this guide: http://www.zeromq.org/build:mingw
3.2.3 fails to build with MinGW 4.7.2 bundled with Qt-5.0.2 while on the other hand 3.2.2 builds just fine.
Any suggestions?
