Possibly you identified the problem right there.
There might be valid reasons that round-trip latency is high on
particular routes. However if it's meant to be a low-latency
datacenter-to-datacenter link, a 10x jump is pretty dramatic.
You might try to find someone in the network team who knows the
difference between latency and throughput. The 0MQ throughput tests
may help. There are many other tools for measuring latency and I'd
perhaps find one that makes pretty pictures.
