Wouldn't that cause the bind() to fail? Bind() does not appear to return
an error.

Although that thread went off in a different direction, ZeroMQ was
failing in the same place, on some XP boxes and not others.

The code does look accurate so it might be a Windows weirdness -
SO_REUSEADDR not working.
