[zeromq-dev] ZeroMQ on Windows

I've used both clrzmq2 and pyzmq successfully on windows with no trouble at
all. (clrzmq can be gotten from NuGet and pyzmq from
https://github.com/zeromq/pyzmq/downloads (just pick the right one for your
python version)
