[zeromq-dev] Fair Queuing on Router confusion

I have several clients (REQ sockets) connected to a Router device (load
balancing example from quide).. The guide says that Router sockets
fair-queue on inbound requests. so does that mean that if I have 2 REQs
connected to RTR and both REQs have sent one request each.. would the RTR
now wait for a request from 1st REQ before attending to a request from 2nd
REQ?
