[zeromq-dev] JZMQ.dll can't be used on windows.

When I execute a java program that uses jzmq,
java says "java.lang.UnsatisfiedLinkError:
C:\Repos\MobileMessageAgent\lib\jzmq.dll: Can't find specified procedure"

What does it mean? And how do I fix it?
