[zeromq-dev] a more modern, Java-idiomatic jzmq/jeromq API

Personally, I've been doing my development in a separate package (currently
in the jeromq project only), so it won't impact any existing users.  I'm
also building on top of jzmq (the version of it in jeromq, specifically),
but will probably end up rewriting bits and pieces of it as I go.
