[zeromq-dev] make check failed

Hi Guys,

References a race condition ( it's non-deterministic, sometimes succeeds,
sometimes doesn't ) during socket and context termination for the shutdown
stress test case. I gathered a lot of context from an Ubuntu instance and a
fix is in the works.

I think it'll make sense to log the critical issue as this is a hairy one
from which we can all benefit from through collective knowledge transfer.
Also noted by Martin in http://www.aosabook.org/en/zeromq.html - shutdown.
Is. Hard.
