[zeromq-dev] Fixed issue 333 - zmq_devices

Hi all,

I've reverted that change which removed devices from libzmq. The pull
request is here:

Rationale:

* The original decision to remove devices was made without
consultation with the community
* This broke every single binding
* Many users continue to ask why we did this and there is no
satisfactory reason.
