[zeromq-dev] SEHException when calling zmq_init from clrzmq

I've checked this setting (using the Local Security Policy MMC) and NETWORK SERVICE already has this right. So I tried running the web application as NETWORK SERVICE and debugging it remotely. CreateEvent() still fails with an error code of 5 (ERROR_ACCESS_DENIED). I wonder if there are any additional permissions which might be conflicting with this?
I've tried prefixing with "Local\" and with nothing and I still get ERROR_ACCESS_DENIED so there must be something else stopping the event from being created.
