Unfortunately this only seems to work when running with elevated privileges. Since I'm working on a web application this isn't an ideal solution.

Even without the global scope, it still fails when calling CreateEvent() but only when I'm running my web application using the IIS ApplicationPoolIdentity.

Since the solution seems to be IIS and permissions related I've posted a question on StackOverflow:
