For sure. It sounds like a very useful project. And I think everyone
here enjoys discussions like that. But please keep project discussion
separate from recruitment.

If you do want others to join your projects, do it by explaining the
project and making it interesting to others. The successful way to
grow an open source community is by setting and solving interesting
challenges and making it easy and fun for others to join you.
