[zeromq-dev] dynamic discovery problem

Hello, I would like to know why I'm getting an error when i bind on address range from to .
I did check the website : http://zguide.zeromq.org/page:all  to figure what range of address should i use and there is no particular specification on that. 
Anyway here is the error when i bind like this: stb_pub.bind("tcp://")

The output error:  File "socket.pyx", line 489, in zmq.core.socket.Socket.bind (zmq/core/socket.c:4797)
zmq.core.error.ZMQError: Cannot assign requested address
