Possibly it would be worth having some sort of flag to enable the
slightly slower code path with more compatibility? There will
definitely be people doing a more piecemeal upgrade, but there will be
people doing greenfield work who shouldn't have to pay that penalty.
It would be important to ensure that there aren't any asserts that get
hit in on invalid initial handshakes though.
