[zeromq-dev] ØMQ 2.1.10 fails with PGM and make install

Regular make works but an install short-cutting the build doesn't:

make install
...
make[1]: *** No rule to make target
`../foreign/openpgm/build-staging/openpgm/pgm/libpgm_noinst.la', needed by `
libzmq.la'.  Stop.
