[zeromq-dev] OpenPGM 5.1.118 - maintenance release

A repackaging with Debian 7 based Autotools instead of OSX 10.6.8, this
might fix some platform specific issues that have arisen.

Normally the "configure" scripts are built by running "./bootstrap.sh" on a
clean SVN checkout.
