[zeromq-dev] [PATCH] Update to OpenPGM 5.1.118

The bundled autotools is from OSX Snow Leopard, apparently silent rules does
not apply so the build will look a bit ugly again.

Also requires new DFSG tarball:

Minimal version:

   - OSX Lion is not supported.
   - Fix crash in using hostname resolution returning single result sets in
   the network parameter.
   - Fix off-tree builds with Autoconf prefix
   - Fix Windows XP builds with MSVC100 due to conflicting definitions.
