[zeromq-dev] [PATCH] Add ZMQ_TIMEOUT sockopt.

This patch add a timeout sockopt will make the socket send/recv
operations returning ETIMEDOUT on blocking operations.
I implement it but I didn't test it on Windows.  Could someone try it ?
