I agree, the message may be a bit harsh, since it should work fine on
everything back to 2.1.0 (though it isn't actively tested all the way
back).

How about:
"Detected ZMQ version: <x>, but pyzmq is based on zmq <y>."
"libzmq features and fixes introduced after <x> will be unavailable."
