What about summarising it like this:

There are projects out there that are not covered by trademark grant (as 
they are not part of zeromq organisation), however, unless they are 
doing something hostile nobody's going to pester them about that.

If the project wants to be covered by the trademark grant it can ask to 
be added to the github zeromq organisation. (This tie to github is a bit 
silly. What if it has the repo in svn, hg or somesuch?)

Any github organisation admin has right to add a new project to the 
organisation.
