OpenPGM 5.1.116 is required for dynamic linking to libpgm.so, i.e. of
interest to distribution packagers wanting to split libraries.  Symptoms
include runtime linking errors on pgm_send API.

OpenPGM 5.1.117 is required for Windows users building with MSVC 2010 and
targeting Windows XP.  Regression due to changes in Platform SDK presumably
for IPv6 compliance but the changes are undocumented in MSDN.
