It's not clear who this policy is designed to protect.

Is this designed to protect the community as a whole against a hostile
takeover of the 0MQ name? Or, is it designed to protect iMatix' bundling of
products under the 0MQ name?

The current text appears to mix the two; points (2) and (3) appear to
contradict themselves. Also, singling out language bindings is somewhat
unfair.

You might want to take a look at the (for example) Debian Trademark
Licensing Policy: http://www.debian.org/trademark:. It's very simple and
straightforward.
