[zeromq-dev] load issue with 2.1.7

i fixed these load-related issues by 3 things:

1) set per-process file descripter limits to 8192

2) set system tunables net.core.rmem_max and net.core.wmem_max to 16777216

3) set the third figure in net.ipv4.tcp_rmem and net.ipv4.tcp_wmem to 16777216

these were done on RHEL6.
