[zeromq-dev] zeromq-3 and java bindings

I'm working with JZMQ, i would like to give a hand on this, i've
special interest in the reactor pattern available on C binding. I put
in a github fork a initial version of it, but i didn't have time to
test it properly. (I know that it have some issues....)
