If you open a case Guido here's a patch to fix it as discussed on IRC.
>From what I can tell when ZeroMQ resets an input it must be activated which
checks the unprocessed buffer queue and only when it is empty will it
re-activate events and call in_event() to check for pending PGM state and
kernel packets. So all looks good in corner cases.
