[zeromq-dev] Publisher side filtering... (draft II )

Hi all,

This is the most current patch for the publisher side filtering.

Note that any devices that are in the middle of a pub/sub route (those
implementing xsub/xpub) should
keep track of subscriptions over all connections they control. So they
should count the number of subscription
requests. When as many unsubs have come in as there have been subs, only
then should they send the latest
unsub upstream.

There are some "TODO" comments related to verifying if memory is being
cleared correctly. I may need some help with those.
