We need two bugs fixed for 3.1 to be generally usable. They are:

The 3.1 branch has kept the publisher-side filtering. The main difference between 3.0 and 3.1 is rolling back the LABEL work and eliminating the difference between XREQ/DEALER and XREP/ROUTER so that they are the same again as in 2.1.x.

As for a timeline, there isn't one. This is opensource software so bugs get fixed as people have time to devote to writing and testing the patch. The main core dev is currently occupied with paying work, so unless his "day" job requires one (or both) of the aforementioned bugs to be repaired, then it might be a while before he gets to it. Note that this does not preclude another sharp C/C++ programmer from digging in and figuring it out.
