[zeromq-dev] 0MQ 3.0 - API improvements

It is helpful if everything starts with zmq_ because it makes it trivial to
automatically extract all the interesting symbols from the header.

It would be more intrusive but I would also like a getsockopt/setsockopt per
option type for bindings.
