Writing documentation up-front is how you remove controversy and gain
confidence. It is not about formality but about putting ideas down so
they can actually be discussed. I'd expect any realistic protocol to
be rewritten several times, and implemented several times, before it
becomes even moderately mature.

The point is to create a basis for discussion, so that the real
experts can actually get involved. The random pieces of code and spec
we have now doesn't allow that.

I'd suggest that this would be a good topic for a face to face
workshop, if we can get the Unconf organized.
