[zeromq-dev] PGM with Windows 7 firewall

It is still possible to use the PGM protocol with Windows 7 but you need
both Administrator rights to open a raw socket and suitable firewall rules.
 Either turn the firewall off or use advanced mode to allow PGM or any
protocol, the default simple firewall interface only adds UDP and TCP
exceptions:

PGM is already listed in the firewall interface due to Microsoft's protocol
implementation.
