[zeromq-dev] OpenPGM updated to 2.1.28~dfsg for ZeroMQ 2.0.10 (maint)

Hi all,

I've updated the OpenPGM version of the 'maint' branch (upcoming 2.0.10
release) to 2.1.28~dfsg.

Steven, thanks for providing the ~dfsg tarballs; this will make Debian
packaging much easier and will probably help other distros also.
