I think Martin means 2.0.10, as in, the latest maint update, specifically
for the ZMQ_VERSION macros so that version-independent bindings can make
use of these.

As for releasing 2.1 early, sure... but until recently 2.1 was really quite
useless. So there's a time for everything, even "early" releases.
